Both managers have until Thursday to respond to the allegations.
Tuchel and Conte were booked midway through the second half after going head-to-head after Pierre-Emile Hojbjerg’s goal.
Tensions flared again during the full-time handshake, with Tuchel refusing to let go of Conte’s hand as the Italian wouldn’t look him in the eye, prompting referee Anthony Taylor to show the pair a red card.
A statement from the FA read: “Following the Premier League game between Chelsea FC and Tottenham Hotspur FC on Sunday 14 August, Thomas Tuchel and Antonio Conte have been charged with breaching The FA’s E3 rules. 2022.
“It is alleged that both coaches behaved inappropriately after the game.
“Thomas Tuchel and Antonio Conte have until Thursday 18 August 2022 to give their answers.”
Tuchel could still face further charges from the FA’s investigation into the German’s post-match comments after claiming it “could be better” if Taylor stopped refereeing Chelsea, with the Blues boss furious at Spurs’ two goals.
Hojbjerg scored despite the Blues calling for a foul on Rodrigo Bentancur on Kai Havertz and Richarlison offside.
Harry Kane levelled in stoppage time after Taylor watched from a few metres away as Cristian Romero grabbed Marc Cucurella by the hair.
“I don’t understand why the first goal is not offside, I don’t understand when a player can pull someone’s hair, stay on the pitch and attack the last corner,” Tuchel said.
The German then hinted that he thought it was unfair to be left out of the touchline when referee Taylor escaped punishment.
He added: “Very good! I can’t train, but the referee can blow the whistle in the next game.”
Meanwhile, Chelsea fans have also criticised Taylor’s performance and even launched a petition calling for him to be banned from refereeing future Blues games, with more than 125,000 signatures so far.
