Who is Thomas Lee Hicks?

A Georgia juvenile correctional officer has been fired and charged with murder after allowing a group of kids to play a “fighting game.”

Thomas Lee Hicks, 30, a police officer at the Waycross Regional Juvenile Detention Center in Waycross, Ga., lost consciousness and later died of a boy he was in charge of. The identity of the child has not been determined.

The Georgia Bureau of Investigation said the boy was “unresponsive in the presence of several other youths and a detainee,” according to the Atlanta Journal-Constitution.

After Hick’s arrest, the agency said the late boy’s injuries were due to a fighting game Hicks failed to prevent, and the boy later died at Memorial Health Hospital in Savannah, Georgia.

Hicks was charged with one count of second-degree murder, two counts of child abuse and one count of breaching the oath of office.

The age of the deceased has not been released, but the facility houses minors under the age of 15 or people convicted of nonviolent crimes in Ware County.


The case file will be forwarded to the District Attorney’s Office in the Waycross Judicial Circuit for review before the GBI investigation is concluded. Therefore, no future hearing dates have been set.

“The Georgia Department of Juvenile Justice is deeply saddened by the passing of one of our youth,” Department Commissioner Tyrone Oliver said in a statement.

“Mr. Hicks’ conduct is regrettable and does not represent the institution’s core values.”

Oliver added that he first learned of the GBI investigation on the afternoon Hicks was arrested. The boy died on August 9.

The former corrections officer is being held at the Vail County Jail without bond.

State Sheriff Training and Standards Board records show Hicks’ only law enforcement position was his work as a corrections officer in the Waycross area.

He started working at the facility in 2014 before resigning in 2018. Hicks then returns in 2021.

“DJJ is serious about running a safe facility for teens and employees,” Oliver said.

“If there is any evidence of employee or youth misconduct or criminal activity, we will take all appropriate action.”
