U.S. Attorney General Merrick Garland announced Thursday that the Justice Department has charged four former and current Louisville police officers in the death of Breonna Taylor. The charges include violations of civil rights, unlawful conspiracy, unconstitutional use of force and obstruction.

The Department of Justice has been conducting a pattern or practice investigation at the Louisville Police Department since April 2021.

Federal charges allege police forged an affidavit used to obtain a search warrant for Taylor’s home, a violation of federal civil rights law that resulted in her death. Former Louisville detective Kelly Goodlett and police officer Joshua Jaynes have been charged with conspiracy to forge a search warrant affidavit, according to the Justice Department.

Charges were also filed against Brett Hankerson, a former Louisville Metropolitan police officer who was involved in Breonna Taylor’s death. Hankerson was charged with two counts of disenfranchisement, both civil rights crimes.

“We share but cannot fully imagine the pain felt by Breanna Taylor’s loved ones and all those affected by the events of March 13, 2020. Breonna Taylor should be alive today,” Garland said in a news release.

The Justice Department has conducted a separate ongoing investigation into Taylor’s death since mid-2020, and the Justice Department has conducted a broad investigation into the LMPD’s practices. Officials are investigating whether the LMPD used “unreasonable force,” engaged in “unconstitutional stop, search, and seizure,” “unlawfully executed search warrants on private residences,” and discriminated against based on race or disability.

On March 13, 2020, Brenna Taylor, a 26-year-old black woman, was killed after the LMPD executed a search warrant on her apartment.
